Thanks for the definition, I also thought it was B. pascoei (Lansberge, 1884)

It corresponds to the genus Bandar Lameere,1912.
The only species with citation from Philipinnes is B.pascoei(Lansberge, 1884) and I think your spec. belongs to this species even if elytrae are unusually with a clear color and the pronotum with an extended unpunctuated area.
