I think so, here a spec. of hirtus male to compare (RSA / eastern cape).
See first tarsomere and elytral apex..

What is diagnostic characters between these two species?

the photo is not enough … but seing the locality and visible characters more probably pallens

Not evident from this picture, hirtus (strong pilosity on pronotal area) or pallens.
Antennal length seems rather indicate a specimen female.
